E-invoicing in Morocco and Tunisia: what to prepare

Tunisia's El Fatoora covers VAT-registered service providers from 2026; Morocco's DGI clearance model awaits its decree. What to prepare now.

"Our accountant says e-invoicing is coming, our ERP vendor says they're ready, and nobody here can tell me who handles a rejected invoice."

We hear this from finance directors in Tunis and Casablanca alike. Both countries are moving to the same model, where the tax administration validates each invoice before it reaches the customer, but at different speeds. In Tunisia the obligation already covers far more companies than it did a year ago. In Morocco the platform is built and the decree hasn't been published.

Either way, the technical connection is the small part of the work. The rest is your data and your processes.

Tunisia: El Fatoora now covers service providers

The 2026 Finance Law (Article 53) extends mandatory e-invoicing to every VAT-registered service provider from 1 January 2026: service companies, consultancies, IT firms and the liberal professions (KPMG summary). Invoices go through El Fatoora, the platform run by Tunisie TradeNet (TTN), which validates them before they reach the customer.

Fines run from TND 100 to 500 per paper invoice, capped at TND 50,000. In January 2026 the Ministry of Finance announced a progressive approach to give smaller firms time. That is some breathing room, not an exemption.

In practice, companies enrol online through the El Fatoora portal, which offers a web interface for low volumes and a direct connection for ERPs. Every invoice carries an electronic signature.

Morocco: the DGI is ready, the decree is not

Morocco has chosen a clearance model run by the Direction Générale des Impôts (DGI), based on Article 145 of the General Tax Code and confirmed in the 2026 Finance Law. In April 2026 the DGI said its infrastructure was ready. The implementing decree is still pending, so there is no official start date and no official schedule by company size.

You'll see precise calendars on software vendors' blogs. Until the decree is out, those are guesses. Follow announcements on the DGI website.

What is certain: when the decree arrives, the lead time will be short, and companies that cleaned their data in advance will go live in weeks.

What gets in the way, in both countries

Devvion is not an accredited e-invoicing provider. We connect your ERP to the platform or provider, and automate the work around it. From that seat we see the same problems:

  1. An incomplete customer file. Missing or mistyped tax IDs (the matricule fiscal in Tunisia, the ICE in Morocco) and partial addresses. The platform rejects what your sales team never needed to fill in.
  2. Credit notes and cancellations. A validated invoice can't be deleted. Teams used to "cancel and redo" must issue a credit note that references the original.
  3. More than one invoice source. An ERP, a point-of-sale system, Word templates for certain clients. Each one has to go through the platform.
  4. Supplier invoices. They will arrive as data. If accounts payable keeps re-keying PDFs, you pay for compliance and keep the manual hours.
  5. Rejections with no owner. A rejected invoice sits in a log, the customer waits, payment slips.

What the manual way costs

The minimum setup keeps your team in the middle: export, correct, resend, re-key. Here is our standing example; adjust it to your case.

The fixed flow

Order to cash from WhatsAppOrder to invoice: 2 days → 12 min · Example

Order to cash from WhatsApp

  1. WhatsApp order
  2. Read the order
  3. Check stock
  4. In stock?
  5. Create sales order
  6. Issue e-invoice
  7. Tax authority accepted?
  8. Invoice and pay link
  9. Reconcile payment
  10. Booked and shipped
  11. Order to invoice: 2 days → 12 min (Example)

The step that matters is the second. Before an invoice leaves the ERP, rules check the customer's tax ID, the address, the totals, and the link to the original invoice for a credit note. Anything that fails goes back to its owner with the reason. On the purchasing side, incoming supplier invoices are matched to purchase orders and posted automatically; only differences reach a person.

What to do this week, without us

  • Tunisia: confirm you are enrolled on El Fatoora and that your electronic signature certificate is in place. If you sell services, you've been in scope since January.
  • Morocco: don't wait for the decree to prepare your data. Count the business customers in your ERP without a valid ICE.
  • List every invoice source: ERP companies, points of sale, Excel or Word files.
  • Take twenty invoices from last month, credit notes included, and check them for every mandatory field.
  • Ask your ERP vendor or integrator in writing (Odoo, Sage or another): does our version produce the required format, and what update do we need?
  • Name an owner for rejections, with a deputy.

When to call us

Call us when the sample shows more gaps than your team can close alongside month-end, when you run several entities or systems, or when you want to use the mandate to automate supplier invoices as well.

With forward-deployed engineering, our engineer works inside your business, not from a ticket queue. We assess every invoice source, map the checking rules and connect your ERP to the platform or your provider. Then we automate approvals, rejections and supplier matching. The people you meet stay on your work from the first day to the last. We work in French, Arabic and English. FAQ

Is Devvion an accredited e-invoicing provider?

No. Devvion is neither a platform operator nor an accredited provider. We connect your ERP to El Fatoora, the DGI platform or the provider you choose, prepare the data, and automate the approvals, rejections and matching around it.

Is my Tunisian company covered by El Fatoora?

Devvion reads the 2026 Finance Law this way: since 1 January 2026 every VAT-registered service provider is covered, on top of the companies already in scope before. The Ministry is enforcing it progressively. Confirm your position with your accountant.

When does e-invoicing become mandatory in Morocco?

Devvion can't give a date, because the implementing decree hasn't been published. The DGI said in April 2026 that its platform was ready. Calendars in circulation remain assumptions until the official text appears.

Can Odoo connect to El Fatoora or the DGI platform?

Devvion works with Odoo, Sage and other ERPs. The connection depends on your version and the local modules available. Most of the work is usually in customer data, credit notes and custom fields rather than in the connection itself.

What happens to an invoice the platform rejects?

With the setup Devvion puts in place, every rejection goes to a named owner with the reason and a deadline. A validated invoice can't be deleted, so the correction goes through a credit note that references the original.
